Mr. Cook held Senior Executive positions with the United States Department of State as, Deputy United States Representative to the United Nations International Civil Aviation Organization (ICAO), Alternate Member on the ICAO Council and United States Member of the ICAO Air Navigation Commission, the highest International Aviation Technical Organization in the world.
